Progressive Animal Welfare Services (PAWS)

PAWS operates across multiple counties in Southern Ontario, offering assistance with pet care through various programs. They're particularly known for their work with lower-income communities and proactive preventative care initiatives, which help reduce the likelihood of costly emergency visits down the road.

Humane Canada

Humane Canada stands as one of the country's leading advocates for animal welfare, which includes companion pets. Their most helpful resource connects pet owners with pet food banks around the country, several which have been funded by their partnership with PetSmart Charities. In 2024, 10 of their 17 food bank grant recipients were either Northern, rural or Indigenous-led projects.

PetSmart Charities is taking a leadership role in tackling multiple challenges contributing to the access gap, including veterinary shortages, regulatory challenges, and lack of affordable care models. They've launched an $18 million grant program working directly with Indigenous communities, where veterinary access is especially limited.   • The Farley Foundation: A remarkable organization providing financial help for vet bills in Canada, specifically helping low-income pet owners in Ontario. Owners must apply through qualifying vet groups to receive assistance, so ask your vet if they participate in the program.
  • ODSP and Vet Bills: While ODSP (Ontario Disability Support Program) doesn't directly cover vet bills, some recipients may qualify for additional support through partner organizations. For example, ODSP recipients with service or guide dogs may qualify for a monthly pet care subsidy.

Resource Gap

The sad reality is that while there are local networks trying their best to help pet parents mitigate costs, nationwide support is still lacking overall. There are vast veterinary deserts, and affordability is a huge concern even where vets are abundant. Charitable and volunteer services are limited and often only available to specific demographics, often after means testing. Unfortunately, the available support doesn’t come close to addressing the need.

Our hope is that more multi-pronged approaches arise. Ideally, approaches that create sustainable solutions beyond offering occasional free clinics, which tend to be limited in scope and availability. Struggling pet parents need tailored, longer-term access programs that help improve welfare for both humans and their pets.
